Phil,

You should become familiar with http://opensource.org/. They tell you how 
to construct your own license for inclusion in software. Here you can see 
what I put together on my website 
http://vanabel.com/license/software_license.html. Additionally, this same 
info is included in 100% of the scripts I now write. It's a good starting 
point for you.

As to submitting to an archive, if written for an employer? Maybe contact 
Enron's Attorney's for an opinion.
