Sounds great assuming you have all the technical evidence to hand, which 
you seem to. However, as far as I am aware, smart meters and data transfer 
via power lines are not widespread or even planned in the UK- yet. I am 
sure you are on to something as here, but I would like to see the evidence 
and the science behind it before  wasting an opportunity to hit back by 
getting my facts wrong..

I am not terribly technical, but I do have a mechanical engineering degree 
so I should be able to follow at least some of the technical arguments 
involved.
