hmm, debian can do a apt-get install rubberband-cli. i think ubuntu too.
a osx dmg is availble here:
http://code.breakfastquay.com/attachments/download/13/rubberband-1.5.0-gpl-executable-osx-universal.tar.bz2

some month ago i test it on a mac book with one of our h2 dmgs. it crash h2 :(.
i think its h2 building dependent. the one who build the new 0.9.5 dmg's can
test the rubberband functionality.
and if necessary build a own rubberband-cli from source and put it to the dmg
package.
whatever for windows i do this already and it works fine.

some more information's for the windows installer.
the windows 0.9.6 snapshot1 installer contains an corresponding
rubberband-cli.exe file.
it will installed into the hydrogen installation directory e.g (default)
c:\Programme\Hydrogen\rubberband ( "Programme" is localisation dependent. here
its german
whatever under windows i hard code the path to the cli. because rubberband
comes with the h2 installer.

hope this helps a bit.
greetings wolke

ps:
maybe its interesting for people what the installer contains.

here a overview of windows installer content.

third part dlls:
libsndfile
portaudio
portmidi
pthread
some QT relevant dlls
zlib
mingw
libjack
libarchiv
bzip
ladspa dlls (~90 ladspa plugins)
libfftw3

extra binaries:
jack installer
rubberband cli
