They're part of the fontconfig library.  You can either browse the XFree86 
CVS repository from:

        http://cvsweb.xfree86.org/cvsweb/xc/lib/fontconfig/fc-lang/

Or you can fetch the current fcpackage release which contains fontconfig 
and other necessary libraries from:

        http://fontconfig.org/release/fcpackage.2_1.tar.gz

and then look in fontconfig/fc-lang

Each language is listed by it's ISO 639 abbreviation.  Where multiple 
countries share the same language with different code point lists, the 
ISO 3166 country code is added as in RFC 3066.

Also in that directory you'll find the files iso639-1 and iso639-2 which 
list all of the language codes from the 639 standard and mark those 
included in fontconfig.
