Once upon a time---Before Paul was born?---JCL statements were written as HLASM source statements are still written (in the absence of an ICTL assembler statement). In an 80-byte card image column 72 was the continuartion column. If it contained a non-blank, a statement was continued on the next card image. If not, not.
This statement-continuation scheme is no longer the only one supported, but it itself is still in fact supported.
Except in COBOL, sequence numbers historically appeared in columns 73-80 inclusive; and they had legitimate uses while physical punched cards were still in use.
Ignorance of this history is understandable; self-righteous self-congratulation abourt such ignorance is less so.
