I always thought of MCP as a restrictive front-end to RACF or a bad WLM
policy.  When it abended, you either got to the correct RACF rules or it
reverted to the good WLM policy or possible pre goal mode days.

Uhm, but why didn't the ENCOM mainframe enter a disabled wait state when
Tron ABENDed it?
