For example, with variable-length records the residual count in the IOB
for BSAM/BPAM is DCBBLKSI minus the length in the BDW, even if the BDW
length indicator is zapped to be smaller than the actual length of the block.

I was going to report whenever the BDW indicated the wrong length when
compared to the length ascertained from the residual count in a program
once, but then found out that such an inconsistency was not really possible.
