Sure, but if the first procstep completes with, say, RC=4, why aren't the
remaining procsteps bypassed?

It's not at all clear why that should be happening.
It sounds like the COND parameter has only overriden
the first step.

But it is also not clear why you are still using COND
instead of IF in your JCL.
