A majority are.

An example:

Up here in Canada, our government decided to change all the bills due to 
counterfeit problems.
Even 5's (singles & deuces are already coins), which were done first.
They imbedded holograms and special ultra-violet inks.
Normally, anything smaller than a 20 is not worth the effort to fake.

Within a week, counterfeit 5's were available (in the new format).
The Toronto Transit Commission (public transport) refuses to accept them.

And, no vending machine (or change maker) accepts them either.

The point is: it's TOO easy to produce 'validatable' documentation.
