An unauthorized  attempt is already a security violation.




An unauthorized attempt to access data set X could simply be due to a  typo.  
If it happens repeatedly, it may be an attempt to hack, or it could  be that 
someone was given the wrong DSName to begin with.  Questioning the  attempter 
is called for, and a believable explanation needs to be produced - if  that is 
the policy at the shop in question.
