Yes, down or quiesced. DB2 supports a LOG SUSPEND command which essentially suspends logging which suspends all update activity. If you use FDRINSTANT or another point-in-time capture process, the time it needs to be uiesced is just minutes.

Even when consistency groups are supported, the data must be something like DB2 where updates are logged and the system can recover from an interruption (such as a power-failure) by backing out uncommitted updates.
BTW, FDRINSTANT supports EMC Consistency Groups with BCVs today
