Really, now, that's stretching what I said a bit far.  I only said
application programmers were responsible for care and feeding -- I did *not*
say that they actually touched the files themselves.  Authorization to
request that Operations run an On-Request reorg job is not a security hole,
especially if managerial approval falls between request and reorg.

The duty and responsibility to review and recommend are not the same as the
authority to corrupt.

The application programmers had access to the production data sets?
There are security ramifications there.
