The mystery is why they need authority to delete the catalog proper. It would 
be reasonable to need update access to delete an entry in the catalog.  

Or perhaps ALTER access to the tape volume. 

An accidental deletion of the tape catalog would annoy management. Excessive 
access annoys auditors.

I get a RACF error:
  ACCESS INTENT(ALTER  )  ACCESS ALLOWED(READ   )

On
  SYS1.VOLCAT.VGENERAL CL(DATASET )

That does not compute. Why ALTER on the tape catalog?

I think they are trying to remove an entry for a tape that has been physically 
destroyed. Is there another/better way to do this?
