Seems like you missed a 'V' in the DSN, it should be SYS1.VTOCIX.VSYBSS1
instead of SYS1.VTOCIX.SYBSS1

I think you messed it with VVDS.
VVDS naming standard:
SYS1.VVDS.Vvolser
VTOCIX naming standard:
SYS1.VTOCIX.volser (no V)
ICKDSF manual says:
"The recommended convention is SYS1.VTOCIX.volser. This prevents ENQ
lockouts on all other volumes needing IXVTOC services."
Thing get interesting when volser starts with numeric:
"If the first character of the volser is numeric, use another convention."
Funny, isn't it?
In fact, the only *requirement* is the last qualifier is unique (and two
first are SYS1.VTOCIX).
