I wonder if the CCW chain could be processed fast enough that much of the
reversing could be done with the Chain Data flag and appropriate destination
addresses.
Were you thinking of a series of data-chained 1-byte reads to put the data in the right order?

Doubtful. On unbuffered tape, like 3420, data chaining was avoided because the channel was often unable to process the next CCW in time to read or write the next byte that the tape drive wanted, which would cause the chain to fail.
