You can put 'soft caps' on an LPAR as well as on a group of LPARs. 

I'd go back and put a 'soft cap' on each LPAR. Be sure your weights are as you 
desire.

  I'm revisiting this topic now that I'm finally on z/OS 1.9.

So I went to the HMC, logged on as SYSPROG. From "Daily" I select
"Grouping" and make a group called Softcap and put my LPARS in it.
Then from "Operational Customization" having selected the Softcap group,
I select "Change LPAR Group Controls". 
A "select" box comes up to pick a member of the group (starting to seem
wrong for what I want :), and after picking a LPAR, is says that the
chosen item is invalid for the action. 

I'm obviously missing something basic. 

Z9BC-L03, z/OS 1.9 RSU0908(1 LPAR)-RSU0911(other 3 LPARs)  

P.S. The WLM books says to reference the PR/SM Planning Guide for
defining Capacity groups. After much searching the newest I can find is
dated 1999 and is unhelpful :(
