You are correct for a standard DFSMSdss logical copy.

However if you use Concurrent Copy the ENQ on all the datasets will be
released once all the CC sessions are established and before the copy of the
first dataset begins.

If you plan to use TOL(ENQF) then you can speed up the time for the ENQs to
complete by specifying WAIT(0,0).
