You can take a look at a tool I wrote in the last decade of the last
century called TSOEMail at http://www.lbdsoftware.com/tcpip.html
This package has a started task that was designed to receive e-mail sent to
z/OS (OS/390 at the time) on behalf of individual users.
It only supports TSO Transmit format (IDTF) file attachments but might be a
place for you to start.
