IIRC the weights are 'normalized' and a percentage calculated. You can specify weight values to sum anything you want, but the actual weight will be somewhere between 0 and 100.
To me, making your weight values add up to 100 is less confusing. 1000 would be ok if you need more granularity I suppose.
