I remember working as an operator on shift at a site in London (mid 80's). 
Think we had a 3081/3084. 
The water cooling was done by a bank of radiators out in the car park. The 
site was set on a 
roundabout and during the summer months the radiators would get so clogged 
up with the 
heat/congestion and general rubbish flying about that they employed a guy 
to just hose down the 
radiators during the peak times of the day ... Water cooling the water 
cooling system ... :-).

In no particular order:

1. The energy needed to pump the water around the circuit

2. Subsequent cooling of the water, or disposal and replenishment

3. Added footprint for water-handling equipment.

4. Justify the need for water cooling; could it be that the energy 
consumption of the equipment being cooled is significantly higher than 
customary for other similar-scale equipment? Energy being wasted, and 
radiated, as heat?

In the days of the 3090 series, these were ALL significant costs and 
concerns. Just because the basic machine might be "better", does the 
additional support cost justify the machine investment? My former 
employers thought not; we were among the first in the Midwest to install 
9672 technology when it became available. Our energy costs went from 
$3.75/hr. to $0.29/hr, with a significant upgrade in overall business 
throughput. I know because I did all the research and monitoring. We 
also had to do some serious engineering on the building structure to 
support the weight of those 3090 boxes. Floor loading went from 1200 
lb/sq. ft to 2400lb./sq. ft. with 3090 gear and that all went away with 
the 9672 equipment.
