Diane,

Yes, SP=241,KEY=0 is possible... You can check the z/OS Diagnosis Reference for 
the various storage subpools and their characteristics.

As long as you don't select a fetch protected key 0 CSA subpool, you can access 
key 0 storage from any other key... however, you must be in key 0 to modify the 
storage.

Yes, when ALLOWUSERKEYCSA(NO) is specified, all CSA allocations must be
made in key 0-7.  Otherwise, you abend with an SB78 or SB0A RSN=5C.

So is my problem the subpool or the key 9?  This is one thing that I'm
unclear about.

The area has to be obtained and then altered from one region.  This
region I do have a lot of the control of the programs in it.
Then the area needs to be able to be referenced by a pass address for
read only purposes.

Any ideas on how you might handle something like this?

That won't work. You would not (in general) be able to access dataspace
storage from applications programs. The real question is what
functionality
are you trying to provide/maintain? There is no simple way to avoid the
STORAGE OBTAIN  failure since you are obtaining common storage with a
user
key. If your application programs are directly accessing a key 9 common
storage area, you won't be able to magically fix the problem without
changing the programs that allocate or alter that data. However, any
programs that only reference the data will not notice if you put it in a
non-fetch protected system key area.
