If you're running under ISPF, then look at the ISPLLIB. ISPF sets the ISPLLIB 
which is defined at ISPF start up as a TASKLIB, which acts similar to a STEPLIB 
for the TCBs (all of ISPF), which are ATTACH'ed by ISPF.
