I had the same problem a few weeks ago. IBMs recommendation was to issue the following two uss commands:
chmod u+s /bin/fomtlinc chmod u+s /bin/fomtlout The command turns the set-user-ID bit on. I don't know, why these bits were turned off in 1.11. They were obviously on in 1.10.
