It is almost certain that the use of port 22 is for a particular special flavour of FTP which both communicating partners need to be using. It is *not* simply the usual FTP happening to use another port. You need to change the whole program behind the use of port 22. Mark Regan kindly provided you with the Wikipedia reference to this "whole program".
