Yes - but as the other posts indicated, you need to understand what you may 
be trying to do.

21 is more than simply a "default", it is the value which corresponds to the 
use 
of a - in this case the FTP "conversation" or "command" - protocol which any 
two IP nodes supporting standard applications such as FTP use.

As indicated in other response posts, whoever mentioned to you that 
this "other machine" wanted to use port 22 probably didn't tell you the full 
story. It is almost certain that the use of port 22 is for a particular special 
flavour of FTP which both communicating partners need to be using. It is 
*not* simply the usual FTP happening to use another port. You need to 
change the whole program behind the use of port 22.

Mark Regan kindly provided you with the Wikipedia reference to this "whole 
program".

Here's another Wikipedia page which can help curb the enthusiasm of any of 
your colleagues who might feel the urge to change "well-known" port numbers 
without due consideration!
