Someone already mentioned DEL A:Z. An easier way with PDS (PSD86) or Startool is just "DEL :". However, this doesn't free any of the space for a PDS and you would have to compress the library. The thing you want to do with PDS / Startool is use the "FIX RESET" command. This "empties" the PDS / PDSE.
