What about the access they will need to mount a new filesystem? Additionally, along with that, you need to design controls so that they don't "mount" something over the top of an active filesystem.
When we have a outside group that needs filesystem space created, we alloc it, and either it gets permanently mounted via BPXPRM or setup automount so that they don't need MOUNT authority.
