Obviously this is my humble opinion, but even IBMers used to admit that there are very few customers who need more than two (TWO!) CPCs - of
course having in mind full sized ones, fully dedicated for z/OS.

So, what your are saying is that just because we can't use it today, we never
will?

I'm not trying to put words in your mouth.

I'm just trying to understand, with the growth of today, why you'd be such a
luddite and say NEVER!

I submit that nobody in their right mind will admit that only two CPCs is enough. I further submit that it's not unreasonable to use as many as necessary to get the business workload finished in a timely manner. How the various "engines" are configured will depend on the shop's dynamics. How many have run SNAPSHOT, at Raleigh, with George, to really get a good set of workload dynamics?
