The police aren't stopping them; they are already stopped, for reasons not given. How they are discovered to have recently expired licenses is also unexplained, given that the police are not sighting them. One might argue that the context of the original statement required "citing" rather than "sighting", but nowadays how can one be sure? Perhaps spelling really is unimportant, so long as the correct sound is represented.
