Why are you so concerned about whether somebody should have a larger region size, or not. It's a hold-over from before memory became virtual and the small real memories of the 1970's & 1980's. With today's larger installed memory, one or two TSO users with larger region sizes is not going to hurt. Just because RACF can control region sizes, it does not mean you should have tough enforcement policies regarding it.
