Try doing an Enterprise License Agreement (ELA) or something similar, 
incorporating both HW and SW.

Miracles can (and have been known to) happen! :-)

EMEA once (last century though) had even *more* flexibility in this area.

I'm aware of at least two cases where such discounts had a place. In
other words discounts on MLC are possible.
