The requirements for ADMIN authority are covered in the DFSMS Storage Administration Reference (for DFSMSdfp, DFSMSdss, DFSMShsm) under the heading DFSMSdss Storage Administrator in the DFDSS section. This lists the applicable RACF profiles for various accesses but should be translatable to Top Secret.
