With customers or vendors?

For vendors, it's a chance to collect less money...not so appealing.

For customers, yeah, IF the vendor offers it.

But short of customer revolt, there's little incentive for the vendor
to offer it; and in this new millennium of let's-make-a-deal, with
even IBM not really having "list" prices, customers who care can
usually bludgeon their vendors into submission without having to issue
an ultimatum ("Subcapacity or nothing").
