I don't know anything about EZBTIINI, but the reference to "dynamic" is "dynamic LPA". I.e., this module is not made part of LPA via such mechanisms as LPALST, MLPA, or FLPA but is added by the dynamic LPA facility (CSVDYLPA macro or SETPROG LPA,ADD command or LPA ADD statement in PROGxx) I suppose among the realm of possibly (but very unlikely) is that it was placed in common storage by the application and control blocks dummied up to make it look like it was added by dynamic LPA.
Having said that, one reason why this sort of thing occurs is when an LPA part moves from having been in a PDS to being in a PDSE (one hopes that when that happens it's not an accident, but that there's some functional reason why it needed to be a program object in a PDSE).
