Since no one has mentioned this, it probably won't work on z/OS, but on the Windows based FTP server we use (Gene6), if the user has access to PUT a file but does not have access to DELETE a file, a PUT fails if the file already exists. This is because if the file already exists the FTP server needs to delete it. So if the user does not have delete access the put fails.
I don't have any way to test this on z/OS, but someone might want to try it.
