The first thing that comes to mind is JESNEWS (aka HOTNEWS). But on
further reading, it seems that you want something to appear on end
users' terminals, rather than on real or virtual paper.

Some 3270 emulators allow the title bar text to be set via the 3270
data stream. I don't know if there are any standards for this, but it
would let you provide a short bulletin that would not eat into the
architected 3270 real estate. I was thinking I'd seen a little utility
for Tom Brennan's Vista to set the title bar from TSO or CMS, but I
can't find it. Maybe I'm thinking of a different emulator.
