I learned COBOL back in 1968 and have used it as little as possible since. 
However, this looks much more like a "how do I find my way around IBM online 
documentation" than to do with any particular topic.

I start from "z/OS Internet Library"

http://www-03.ibm.com/systems/z/os/zos/bkserv/

and then, for a non-z/OS topic, select

"Bookshelf titles and filenames"

In the "Find bookshelves with titles or filenames containing:" box , I pick on 
a 
likely token, in this case "COBOL".

Near the end of the list, I find the most likely selection:

"Enterprise COBOL for z/OS V4R2 Bookshelf"

Now I need to apply just a bit of nous, in order to decide that my best bet is 
the following:

"Enterprise COBOL for z/OS V4.2 Programming Guide"

I now use "default" as a search word and, again with nous to the fore, I pick 
the following:

"Compiler options, 2.4"

Here I find "Table 45. Compiler options" and "Default" is the third column.
