While the SMCA (IEESMCA) may have existed "forever", SMCAITME / SMCAIDTE 
were added in OS/390 R3., one release *after* the introduction of the IPA 
(IHAIPA). These are in "TIME BIN" format.
IPAICTOD was provided in the base IPA. IPAILTOD was added in OS/390 R10. 
These are in STCK format. 

The IPA field identifies the end of the IPL/NIP phase.
The SMCA fields actually identify when the SMF address space starts, and 
is set via the "TIME BIN" service. 

DISPLAY IPLINFO uses IPAILTOD (it originally used IPAICTOD).

The closest-to-true-start-of-IPL time is formatted by the IEAVFTED exec 
"Timed Event Data Report" which shows various IPL statistics.  The value 
used is not in a programming interface field.
