So, if IBM were to assign both server IP addresses to a single 
domain name (IBM has control over this), and if the FTP client
were to try the multiple addresses in succession (IBM TCP/IP
development, but not SMP/E development has control over
this), the OP's availability requirement would be somewhat
addressed.

But in many cases, such as ours, there's anFTP proxy involved
over which IBM has no control.
