Something like :

        LG      GR0,CURR_STCK           UTC
        ALG     GR0,LPAR_STCK_OFFSET    Local time STCK offset as signed value 
64-bit 
        STG     GR0,NEW_STCK            New STCK value
        STCKCONV STCKVAL=NEW_STCK,
                CONVVAL=.....etc etc

Obviously this assumes you know the UTC offset at the time of the LPAR

STCKCONV and CONVTOD are both provided macro services to translate between STCK 
values and various date/time formats
