UNICODE does, but not necessarily subsets of the full UNICODE. UTF-8 is a subset and UTF-16 is a subset. I am not sure about UTF-32.
So It does not surprise me that UTF-8 does not have the Hebrew alphabet. I believe (without checking the actual UNICODE description) that UTF-8 is primarily the Latin character and its derivatives (i.e. the umlaut characters and the accent characters). I think that you have to go to UTF-16 to get the Hebrew, Cyrillic and Arabic characters. I think that UTF-16 also includes most of the common Chinese and Japanese characters, but to get the full set you need UTF-32.
