Russell,

I just double checked. Both volumes are defined in the TMC. They had
been successfully INSERTed previous, then written on before I EJECTed
them. One is in SCRATCH status. The other is "normal" status.

I'm going to do the usually debugging - lots of WTO messages with
ROUTCDE=11.
