AFAIK, the external hardware ETR syncs to NIST via dialup. I am not sure how the new facility will work. I assume it will also use NIST or equivalent time service. NTP is good, but I am not so sure it is good enough for the MF's needs.
I have never seen or heard of any 'guaranteed accuracy'.
