These users are using a product (SYSD from H&W) that allows them to browse 
reports (flat files) on the mainframe through CICS.
It is similar to ISPF BROWSE, but cheaper.
And, dataset access is controlled by their userid/group combinations.
Some departments cannot access other department's files (principle of least 
access).
Everybody is internal to the company.
No external users have access to the files.

Somebody showed them how to access them through FTP from z/OS.
Now there's a loss of some element of control because now they can do whatever 
they want with the files once they get them onto their workstation.

When in doubt.
PANIC!!
