Similar issue was discussed lately.
They *already have READ* to those report. They *already can copy the reports* i.e. using Copy-Paste method (assuming they use PC's instead of "hard terminals"). Last but not least they always can read the reports and make notes on the paper or in brain directly.

The only difference between those access method is ease of (mis)use. It's easier to copy whole report using ftp, but it is still possible to do it without ftp. However *part* of report can be copied using any method. So - they worry about whole report, but everything is OK with any (small) part of it.
