Personal preference.  Mine is to put test workloads on the same LPAR
as production and keep the test LPARs for sysprog work.  Let WLM manage
the resources on the prod LPAR and give preference to the PROD work.
There are advantages and disadvantages to either approach.

As you said, YMMV.
