Why does this matter; what's the motivation? Is there perhaps similarly strong opinion for the opposite convention? Do you wish to be able to combine products from multiple ISVs under a single GLOBAL? Do you desire, under a single GLOBAL, multiple TARGET and DLIB pairs, e.g. for test configurations? Do you want each TARGET/DLIB pair in a single cluster or in two clusters? Do you want the facility to create additional TARGET/DLIB pairs under an existing GLOBAL? Etc.
