It confused me at first, too. I believe what he means is that the Initiator
can know where the last step is that has JCL referring to the data set, but
cannot know that a later step will dynamically allocate the data set without
JCL referring to it.
At the current time that is an exposure RIGHT NOW since the Initiator
has released the ENQ and you have to hope you can get it again. How
will doing a EXC->SHR downgrade alter this situation?
