Crispin,
 For a stacker loader to index to the next available volume, it needs to be in 
auto mode, or in system mode but also the system must tell it to index.
So, despite the MPRIVAT display the load display CCW that was sent to the 
device needs to have the index bit on.
Someone may be messing with the LOAD DISPLAY - check whether you have 
IGXMSGEX installed and what it does. You could SLIP on entry/exit from that 
to see what the load display is/has been changed to.  See the DFSMS
