It is NOT managed, nor is it eligible to receive help regardless of what its
importance level or performance index are.  Keep in mind that WLM will
choose a "receiver" and attempt to help bring the performance index into
line with the goals.  In this case, the service class being "skipped" will
not be chosen as a receiver and therefore won't obtain any help.
