If you have assembler skill, it's not that difficult. You can code a JES2 Exit6 that verifies if a user is authorized to use a specific JOBCLASS or SCHENV (You can use RACROUTE or program logic) and ensure that this JOBCLASS (or SCHENV) will be defined only in your sysprog LPAR.
